Luna, Apayao – The Apayao Provincial Mining and Regulatory Board recently approved a resolution penalizing violators of the regulations concerning Commercial Sand, Gravel and Aggregates (CSAG) delivery in the province to reduce problems emanating from uncontrolled and unsafe practices of those engaged in the said business.
Apayao Provincial Administrator Atty. Edmar Pascua, during a meeting with the CSAG permit holders on March 31, 2023 at the Club House in San Gregorio, Luna, reminded that the resolution should be taken seriously and that they should abide by the rules.
“We have to make sure that the regulation is followed. Nu adda matiliw ket impose tayo ah ti penalty nga nagnunumuan tayo,” explained the administrator, adding that the implementation of the regulations shall be closely monitored by the PMRB.
Under PMRB resolution No. 1, series of 2023, all delivery operators have to strictly follow rules which include securing permits for their heavy equipment, avoidance of overloading, and using protective covering to prevent aggregates from falling off during transport.
It also stated that absence of delivery receipt and/or net cover means no travel. In that case, a vehicle can be stopped at the check point and prevented to deliver.
The transport of sand and gravel aggregates sourced from Apayao shall be from 7.30am to 4.00 pm, Monday to Saturday. Sunday is decided as a “river holiday,” which rules that no CSAG activities are allowed.
Violations and penalties
For all three violation, 1) No/inadequate net cover, 2) No delivery receipt, and 3) Overloading, the following penalties and fines shall be imposed.
The first time the offense is made, the penalty is a fine of P2,000 and disallowance to travel. The second shall be suspension of permit to operate for a month. And the third offense is the revocation of PMRB sticker and Provincial sticker (for the equipment) and cancellation or non-renewal of CSAG permit to operate.
