Luna, Apayao – “Just this month, the provincial government of Apayao, with the help of the Philippine Drug Enforcement Agency, conducted its surprise and random drug testing among its employees and none, not a single one, tested positive for drug use,” Governor Elias C. Bulut, Jr. informed.
The result, says Bulut Jr., shows that the combined efforts of drug enforcers and participating LGUs and civic groups are effective.
Two weeks earlier, over 500 employees of Apayao PLGU underwent a random drug testing during the General Assembly at Aliwa Gym, Luna.
The statement from the governor, through his representative Executive Assistant IV Verlie Mae Baldovino, was made during the two-day Training of Trainers (TOT) on Barangay Drug Clearing, Advocacy, and Drug Free Workplace in the province on April 26-27, attended by various LGU representatives, civic groups, concerned offices and agencies.
Bulut Jr, in his speech, reminded participants the influence of environment to addiction quoting
Johann Hari’s statement that "drug addiction is an adaptation. It is not you, but it is the place you live in."
The governor explains “No one wakes up one day and suddenly decides that he would try out drugs,” adding that is is always brought about by influence of peers and the surroundings a person lives in.
Further, Bulut Jr. likewise rationalized that it is for this reason that “the combat against drug use and drug abuse should always be strengthened and emphasized at the most basic unit of the government. The Barangays.”
With the Training of Trainers and participation of concerned offices and agencies, the governor commended the leadership of PDEA for the efforts given and the success of the activity as such shall sharpen capabilities for effective implementation of the Barangay Drug Clearing Program.
