Apayao, Philippines – The newly-constructed Apayao Police Provincial Headquarters in Sta. Lina, Luna has been inaugurated and blessed during the visit of Philippine National Police Chief, PGEN Rodolfo Azurin Jr. on Friday, September 16, 2022.
The new police headquarter in the province is a joint project of the PNP and the provincial government unit under the leadership of Governor Elias C. Bulut Jr.
The recent development would enhance the delivery of mandated functions and services of the police personnel in Apayao.
In his talk during a separate program held in Luna that same day, Azurin challenged the police force to strengthen its coordination with the local government units for them to develop effective strategies in their fight against development threats, reported Apayao provincial government.
Meanwhile, Bulut looked back on the “recent attempts of the Communist Terrorists Groups (CTGs) to destroy the long-established peaceful state of the province.” Despite such attempted attacks, he expressed confidence that “Apayao remains steadfast in its resolve to sustain it's being one of the most peaceful provinces in the country to ensure that progress and development will not be hampered.”
PNP Chief Azurin turns over firearms and equipment to Apayao police
Alongside the inauguration of the provincial headquarter, Azurin likewise turned over firearms and equipment to improve the performance of the local police.
Among those given to Apayao police are 95 units of 5.56mm assault rifle, 60 units of 9mm service pistol, eight units of enhanced combat helmet, two units of automated night vision camera, 12 desktop computers, five laptop computers, one android tablet, and 12 printers.
History of Apayao Police Provincial Office

Apayao Police Provincial Office, a Class “C” PPO, came into existence on July 5, 1996 by virtue of General Order No. DPL 96-08 issued by the GHQ PNP. Prior to its being a Police Provincial Office, Apayao PPO was then part of the Kalinga-Apayao PC/INP Provincial Command and was then under the PC/INP Regional Command 2.
In I987, the Philippine Constitution created the Cordillera Administrative Region. The creation of CAR also brought about the changes in jurisdiction of Kalinga – Apayao from PC/INP Regional Command 2 to PC/INP Regional Command Cordillera.
In 1991, it became Kalinga-Apayao PNP Provincial Command as a result of the reorganization of the PNP. In 1995, RA 7878 was enacted creating Apayao Province and became a separate and distinct from its sister Province of Kalinga. The separation also resulted in the birth of the Apayao Police Provincial Office based in Kabugao. Not long after its creation, a Provincial Capitol was built in Luna, Apayao now the Provincial Government Center. With the transfer of the Capitol in Luna, the Provincial Police Office also moved in 2009. The PHQ personnel then occupied Stall No. 14 below the Luna Gymnasium.
On March 13, 2012, the PHQ personnel transferred to its present location at Camp Allan, San Francisco, Luna Apayao. They shared and occupied with the old PPSC building, which was renovated with the help of Hon. Governor Elias C Bulut,Jr.
To improve the situation and create a more conducive working atmosphere, PHQ personnel again moved to a newly constructed building courtesy of Hon. Congresswoman Eleanor C Bulut-Begtang on October 11, 2013, leaving behind the PPSC in its old building.
