Luna, Apayao - In an effort to ensure effective damage management and assessment, the Provincial Disaster Risk Reduction and Management Council (PDRRMC), in collaboration with the Regional Disaster Risk Reduction and Management Council (RDRRMC) and the Office of the Civil Defense (OCD-CAR), held a crucial meeting on September 4, 2023 to conduct a Post Disaster Needs Assessment (PDNA) in response to the impact of Typhoon Egay in Apayao.
The meeting saw the participation of key figures, including Regional Director Albert A. Mogol of the OCD-CAR, Apayao Governor Elias C. Bulut Jr., Apayao PDRRMO Jeoffrey Borromeo, Schools Division Superintendent (SDS) Irene Angway, top officials from the Department of Public Works and Highways (DPWH), head of the National Irrigation Administration (NIA), and Municipal Local Government Unit (MLGU) officials.
Bulut recognized the importance of such assessment and discussions for better and more efficient response during disasters, not only to mitigate and rehabilitate but more so to save lives.
During the meeting, the Governor expressed his commitment to implementing appropriate programs and projects for rehabilitation. He assured the regional director that all affected areas and damages would receive comprehensive coverage to ensure an effective recovery.
He also expressed his hopes for enhanced collaboration with relevant sectors in efficiently carrying out post-disaster activities and recovery efforts to better serve the yApayaos.
The DPWH, meantime, reported damages to roads and bridges, while NIA reported damage to its water irrigation system. However, detailed plans for their rehabilitation and recovery efforts are still in the works.
During the meeting, SDS Angway proposed the relocation of a school due to the damage inflicted by Typhoon Egay. With the relocation, about 80 learners shall be saved from the risks of crossing the river just to get to the school at the other side.
To address the estimated damage cost of P7.6 million, RD Mogol pledged budgetary support for the relocation project.
