Luna, Apayao – Apayao Provincial Project Monitoring Council (APPMC) had its first quarter meeting this March 30, 2023 with focus on strengthening coordination among members and improving its monitoring and evaluation of development programs and projects in the province.
The council’s scope include programs and projects funded by the Provincial Government of Apayao or supported by national, foreign or non-government organization funds released to the province, funds transferred to municipalities, barangays or cooperatives, and programs or projects by national government agencies of non-government organizations implemented in the area.
DILG Provincial Director Max Meyer Adong emphasized the importance of the council saying the work of the group is a way for check and balance and for maintaining quality of projects done in Apayao.
In said activity, the roles and responsibilities of the council were discussed along with recommendations on how to strengthen the council by expanding membership, getting experts on board, and providing necessary trainings to members.
“During the Regional Project Monitoring Council, it was mentioned that some areas in CAR have low functionality in terms of the work of local monitoring councils. We need to make sure ours will be highly functional,” Adong stated in the meeting held at the Capitol Conference Hall.
Adong also mentioned of the need to ask all agencies (like NIA, LGUs, DPWH, DA and others) implementing infrastructure programs, projects and activities to submit their lists and reports in order for the council to get the whole picture of this year’s ongoing or completed developments.
Atty. Edmar Pascua, the PGA Administrator, supported the move and suggested that training to capacitate other members of the monitoring council be done along with adoption or formulation of tools for effective monitoring and evaluation.
The project monitoring reports produced by the council will be submitted to the Governor Elias C. Bulut Jr., the Provincial Development Council, and to the Regional Monitoring and Evaluation Committee, and NEDA-CAR for their information and appropriate action.
