Apayao PLGU to provide FREE legal services to landholders for resolution of conflicts and claims


Luna, Apayao - After the series of municipal-level consultations last year, Task Force Lawful and Unified initiatives in Safeguarding Apayao lands (TF-LUSA') plans to conduct barangay level activities aimed at resolving specific land claims and issues in the communities starting second quarter this year.


Provincial Assesor Ma. Catalina D. Pacis said that the increased awareness of land owners, both of their rights and responsibilities during the orientations has spurred their interests to settle their ownership issues and concerns by availing of LUSA's services.


"In order to closely look into the issues of our communities, barangays in the municipalities will soon be clustered for ocular visits and consultation," Pacis said noting that the initial caravan served to initially assess the situation on the ground. "Targeting them individually is addressing their issues appropriately."


Governor's consultant and TF-LUSA legal team member Atty. Cherry Jing Masalay said that initial consultations with the barangay captains, concerned landowners and tax declarants have led to the discovery of common issues such as conflicts between title holders and tax declarants, subdivision and rellocation concerns, among others, and more or less 30 of these have been addressed.


"With these free legal services and mediation assistance we are oferring, more and more have expressed their interest to avail of such," Pacis said, "thus, I encourage our counterparts in the municipalities to also do their parts, including our partner national government agencies.


Pacis also announced that the TF-LUSA will be setting-up a free legal consultation and technical assistance booth within the designated area for the Agro-Tourism Fair at the AETC, San Gregorio, Luna Apayao from February 6-10, 2023 during Say-am 2023 celebration.


LUSA is a program initiated by Governor Elias C. Bulut, Jr. through a task force created by virtue of Executive Order No. 37, series of 2022, where landowners or tax declarants can avail of assistance in the form of free notarial and legal consultation services, assistance in the payment of taxes to qualified beneficiaries through the Tax-for-Work and other financial assistance program, lot subdivision, survey and titling as well as in facilitating and mediating alternative boundary dispute resolution.
