Apayao, Philippines – In his keynote message during the kick-off of the month-long 122nd Philippine Civil Service Anniversary celebration in Apayao held September 1, Governor Elias Bulut Jr. commended the heroic works of the government employees, sacrificing for the welfare of the people in the province.
The governor made special mention of the frontliners - the health workers braving the COVID-19 pandemic and the military force, with some laying their life to keep people safe from communist terrorist groups. Bulut likewise paid respect to the soldier killed in an armed encounter in Kabugao, Apayao.
Challenge for further development
Bulut urged the employees of the various agencies to continue and strengthen their collaboration with the local government units for further development of the province.
Highlighting the core obligations of leaders, the governor posed challenges to local heads and employees to think of what they can contribute that will eventually support the advancement of the province as a whole.
The governor stressed that the development of Apayao is now inevitable such that the officers and the public should embrace progress in technology for them not to be left behind. Office automation, he stated, is a must for public servants to better perform their duties.
“Dapat i-upgrade natin ang probinsya. Hindi pwedeng ganito nalang tayo…I make sure that in the next ten years in the province, han tu nga daytoy ti pagtutungtungan tayo nu di ket nu ayan na ti pagkabilan tayo ti possible investors nga umay ti probinsya…We need to challenge to have industries in the province, develop natural resources provided that the investors will not devastate our nature,” Bulut added.
As he concluded his remark, he solicited the aid of the community in protecting the province from the attack of the rebels.
“Help uniformed personnel, report nu adda ammu yu nga NPA (New People's Army). As long as I am the governor, hanko ipalubus nga agsubli manen dagitoy riribuk ti biyag tayo especially now that the province is on its road to development,” said the governor.
The said event was likewise graced by Regional Director of Civil Service Commission, Nerissa B. Canguilan and Assistant Regional Director Ruben U. Wacas.
