Kabugao, Apayao - Governor Elias C. Bulut Jr., together with the municipal mayors, heads of National Line Agencies (NLAs), local officials, and stakeholders commemorated the 8th Provincial Hero's Day on December 5, 2023 at the Old Capitol Compound in Poblacion, Kabugao.
Provincial Hero's Day, observed annually on December 5, is an occasion for yApayaos as they come together to pay tribute to the life and legacy of Elias K. Bulut Sr. The day marks the death anniversary of the province's heroic figure, serving as a reminder of his sacrifices for the province and the enduring values for which he fought until his last breath.
The commemoration is a day of reverence where the province pauses to celebrate EKB’s heroism and reflect on the impact he had on the province. The spirit of heroism embodied by EKB is remembered and honored by the yApayaos on this significant day.

Acting Vice Governor Kyle Maria Chelsea Bulut-Cunan, in her closing remarks, expressed inspiration drawn from her grandfather, EKB .
