Police Regional Office Cordillera (PROCOR) Regional Director Police Brigadier General Mafelino Bazar was the guest speaker during the graduation ceremonies of the 112 Basic Internal Security Operations Course (BISOC) trainees last January 20, 2022, at the Camp Gov. Elias K. Bulut Sr. and Training Center in Sta. Lina Luna, Apayao.
This year’s batch is named Class “Pinagsay.” It is the third batch of trainees in the province following the successful completion of the 2017 and 2018 batches that were also held during Gov. Butzy’s incumbency as the province’s Local Chief Executive (LCE) before his ascend in Congress in the year 2019.
Bazar in his speech emphasized that BISOC is just one of the many trainings that these security forces will experience as they move along in their ranks.
"One must be equipped with enough knowledge and appropriate skills to be able to perform our mandate in protecting and serving the people. Appropriate trainings must be given to every police officers. As you end your BISOC training, I challenge you to be one of our disciplined and role model police officers of Cordillera." Bazar said adding that another challenging role is waiting for these public safety officers after the said course.
With the aim to develop the personal effectiveness and capability of the police force in handling internal security operations, Apayao Police Provincial Office (APPO) Provincial Director Pcol. Jefferson P. Cariaga thanked the provincial government for sponsoring the conduct of BISOC training this year. “Under my watch, we will to be at your service in order to sustain the province’s peaceful state.”
Cariaga also cited the recent award of the province as peaceful province in the region as of last year.
For his part, Governor Elias C. Bulut, Jr. lauded the efforts of the police in maintaining peace and order in the province. "Not only you are helping us in the prevention of crimes in the province, the PNP is also one of our partners in development. With your skills that has been developed for the past 3 months, I hope that you will be using this in keeping our province safer and more peaceful." Bulut said addressing the BISOC graduates.
"Pinagsay" as the Class name suggests, is an Isnag term for a finer and first class version of the "Aliwa" (native Isnag bolo). During the olden times, Pinagsay was intended only for meaningful occasions, ritual execution, hunting and the like.
